Shorter left menu inside a project, and Tatar as a third UI language.

Added ​

• Tatar UI language - Profile → Language → Татарча. English and Russian stay available. The choice is kept when you enter a team, same as for the other locales.
• Test assets group in the left menu - Test accounts, Tags, Execution context, and Text documents open from one fly-out, so the main list stays short on a laptop screen.
• Full section list on project overview - the right sidebar on project details lists every project section, including Tags and Text documents.
• Documents table on project details - the Documents tab shows the project document listing, not a single link.

Changed ​

• Left menu inside a project - Test cases, Test runs, Bugs, and To-Do stay on the first level. Utils stays a fly-out. Projects is no longer a row there: use the logo or breadcrumbs to return to the project list.
• Activity - no longer a left-menu item. The project change journal stays on the Activity tab of project details.
• Profile menu - Settings, Language, Teams, and Log out live under Profile. Language opens a third level (English, Русский, Татарча).
• Team management - the footer item is shown only to a team Administrator. Members and read-only users do not see it.
